Sir G. Maxwell referred incidentally to the
report of the local commission in Hong Kong, some
passages in which had made his hair stand on end,
particularly in view of the fact that he has hitherto
held up Hong Kong as a model which it would be well
for certain Chinese cities to follow. I told him
that we had not yet received the comments of the
Officer Administering the Government on this report,
and he agreed to keep its contents to himself for
the present. Copy of this paragraph might be put
on the Hong Kong file.
